Event Backup Plan

This is for the initial moments immediately after the Event, when the volunteers recognize that the breakthrough has happened, to contain the negative disruptions that may still occur, so that the leaders or key people continue their work in the service of their communities.

If, for some reason, the information received is insufficient or is not taken into due consideration, we will need to implement action strategies to address this problem.

What we propose is a model that aims to support the population in this time of transition. This planning could be used as a “Plan B for public awareness” in the event that political and community leaders do not respond to the calls of mobilization for the Event, given the predictable discredit with which many of them may address the information provided in the Community Leaders Brief.

So we have to consider the possibility of handing out this plan, which we will describe below, to as many people as possible, whether or not the community leaders in question are involved. This just in case these leaders fail before the people they serve, so we can know what to do collectively and individually, and what to do with our resources and how we can use them to move forward with this strategy.

As we already know, many people who are not awake in every city, whether it is a big, medium or small urban area, may panic and take to the streets in great agitation in search of food and guidance and, In the vast majority of cases they will not be adequately prepared with a stockpile of food, fuel or medicines, as suggested in the basic steps to prepare for the Event. In this case, retailers in all cities are very likely to run out of their essential supplies in a matter of a few hours. In this scenario, people will surely fall into despair, and it is at this point that this Plan for Public Containment must be activated immediately.

Plan for Public Containment

Main point: Keep the crowd calm and provide basic information about what is happening, and that everything will be fine as long as we care for and help each other. Provide guidance on how to proceed and where to get more information, and where you can obtain basic supplies (Food, water, medicines, medical and psychological help).

First step: prioritize traffic of indispensable vehicles throughout the city and, if possible, and if there is time left, request that people recall their cars for their residences or parking places. This should apply for all cities, since only the transit of pedestrians and cars belonging to civil authorities and rescue forces, such as fuel trucks, ambulances, police, firemen, etc., should be allowed.

Next steps

Addressing the public: An audio or video message of approximately 2 minutes long, containing assertive information to be repeated 24 hours a day, until new support forces, such as the Positive Military, Resistance Movement or the Galactic Confederation, come into play in order to provide assistance.

How can this be done: The audio / video message can be broadcasted from sound systems installed in cars, radios, amateur ham radios, internet and television channels.

  • Loudspeakers on cars or community facilities: the basic information of what is happening will reach people who have not yet gotten the information from the radios or the TV, and thus some turmoil can be contained much more quickly and effectively. Furthermore, in view of the real possibility that radio or television channels do not agree to disseminate information at an early stage, it is of particular importance to use all alternative strategies. At the exact moment, the sound cars will perform this function effectively and, moreover, it is important that the cars / sound stations are positioned within a radius of 2 km from each other for the sound to be intelligible.
  • Radio channels and amateur radios: the same basic information will be broadcasted, in this case, with the interaction of the speaker or with a recorded message to reassure and guide people. The same can be done in local TV channels if that level of cooperation exists.

Supply operations

Due to the possibility of panic and agitation from people on the streets, with the most diverse types of behavior and possibly some random violent behavior, we will require the immediate action of the law enforcement, firefighters, and even volunteers to contain this turmoil peacefully, provide useful information, and direct people to designated distribution areas (DDA’s) of essential goods.

  • Designated Distribution Areas (DDA’s) are hubs for guidance, supplies and other resources for people and animals, placed in strategic zones, every 2 km, ideally. They should be positioned outdoors and at intersections.
  • Communication between DDA’s: Communications between DDA’s will be carried out by police or fire department communication systems, internet and mobile phones from volunteers if available, as well as amateur ham radio operators.
  • Alternative solutions in case electronic devices don’t work: in this case, colored smoke signals will be used, provided by the military. These fumes are easily visible day and night and from a distance. These are extremely useful in case of communication failures of radios, internet or cell phone towers. For example, each color of smoke will represent a particular need for each DDA as soon as it is visualized by the operational teams in charge of the supply chain, and action will be taken immediately to meet that DDA need.
  • Health care and medical support: install medical field stations for the temporary accommodation of patients with the most diverse medical emergencies. Emergency Care Units (Field Medical Centers can be assembled by the military in their facilities, but gyms, schools and universities campus can be used also and, in more serious cases, the patients can be transferred to hospitals. Specialized Units in Sudden Chemical Deprivation Syndrome will be needed. It is important to remember that more than half the population in the Western world is under some form of addiction, either by prescription or psychotropic drugs. Given that disruption is also likely to occur in that drug distribution chain (either it’s the legal or the illegal one), and that most people do not have a long lasting stock of the drugs they use, health professionals need to be warned about this.
  • The operational staff of each DDA may be composed by elements of the army, firefighters and civilian volunteers.
  • Security teams of 10 agents: police, firefighters and civilian volunteers within 500 to 1000 meters of each DDA, to provide security and guidance to people, directing them to where they should go.
  • Accommodation for restrooms of the operational staff: gymnasiums, schools, universities, police and army barracks, as well as houses of residents in the vicinity that offer to help in that regard, may be used for that purpose.

In the contingency of a prolonged power failure

  • Priority will be given to fuel generators for each DDA, in hospitals, penitentiaries, rest homes for the elderly and orphanages.
  • Candles or other lighting systems will be distributed residential use.

In the event of a prolonged failure in the water supply / sanitation

  • Water for consumption: water can be drawn from the rivers of each city and treated through army campaign purifiers for instance. It can also be boiled to eliminate harmful pathogens.
  • Physiological requirements: distribution of 20 kg earth bags for each family of 4 and plastic bags for use and collection of waste in order to avoid public health issues in areas where there is disruption in sanitation services and water supply.

Monitoring and providing assistance with military and private helicopters and drones: these should be used to provide urgent services such as removal of injured persons and transport of staff. Either private or police / military drones can be used to monitor civil unrest and provide assistance to security and rescue teams.

Foreigners (expatriates and tourists): If possible, always have volunteers fluent in other languages, (English, Spanish, German, French and others) to give guidance to foreign citizens. These will be positioned, if possible, in all DDA’s and transportation hubs.

Conclusion

If our leaders are proven incapable of delivering their expected service with quality, dedication and dignity to the people they represent, then we must self-organize. In a scenario of global crisis, in order to meet the basic needs of the public until the situation stabilizes and new standarts of normality are established, we need to have will power, discipline and passion for service to others, without expectations.

  1. HI! It would be ideal that we organize by neighborhoods. Identify public and private locals that could be a base of operations and DDA’s. It would be grate if we could have at least a semi plan in place. That will enbolve contacting these previously identified locals now and start planing for the Event. Since it is possible that some of these locals are not familiar with what we will be proposing, how could these locals/people could be approached so we could have a strategy on place before hand so we could aboyd chaos and reduce disruption and fear to a minimum?
